- Introductory Session - Senate Election and Referendum Vote
To select senatorial nominees, an election is anticipated to be run in conjunction with the October 2021 municipal elections. As a senate election is provincial in nature, all eligible electors in Alberta must be provided with the opportunity to cast a senate vote during the municipal election, even if the municipality would not otherwise be holding an election. The roles and responsibilities applicable to the delivery of the senate election is a shared responsibility between the local municipality, Municipal Affairs, and Elections Alberta.
The information session and documents below provide an overview of the senate election and referendum vote anticipated to be held on October 18, 2021.
- Module 1 - Voting Options
It is anticipated that a senate election and referendum vote will be held in conjunction with the 2021 municipal elections. As each municipality must pass a resolution or bylaw for various voting options and processes, this presentation provides considerations for jurisdictions in planning for the senate election and referendum vote, as well as considerations related to COVID-19.
- Module 2 - Compliance and Enforcement Overview
The Election Commissioner is responsible for the investigation of complaints related to non-compliance with the Local Authorities Election Act Part 5.1 and 8. This presentation provides an overview of these sections of the legislation and the compliance and enforcement unit at Elections Alberta.
- Module 3 - Investigation Process
The Election Commissioner is responsible for the investigation of complaints related to non-compliance with the Local Authorities Election Act Part 5.1 and 8. This presentation provides an overview of how to make a complaint with the Election Commissioner and how each complaint is then investigated.
- Module 4 - Third-Party Advertisers

- Module 5 - Conducting the Senate and Referendum Vote
This session provides municipalities with a step by step process of how the senate election and referendum vote will be conducted. It includes steps that can be taken now to prepare for the event, how to order supplies from Elections Alberta, the key dates once the order in councils are issued and post-election activities.

- Module 7 - Election Day
This session provides municipalities with information on how the voting process at advance and election day voting opportunities will differ to accommodate the senate election and referendum vote.
- Module 8 - Post-Vote Procedures
This session provides municipalities with information about how to complete the counting of senate election and referendum ballots, as well as the post-election day procedures for reporting results, ballot retention and processes should a judicial recount application be made.
- Module 9 - Offences, Penalties, and Outcomes
This session provides municipalities with information about frequent inquiries received by Elections Alberta, and the interpretation of the legislation pertaining to the mandate and role of the Election Commissioner.
