Citizen Initiative Notice of Intent Received

EDMONTON – Alberta’s Chief Electoral Officer, Gordon McClure, has received a notice of intent to apply for the issuance of a citizen initiative petition for a constitutional referendum proposal. The notice of intent was filed by Mitch Sylvestre on December 11, 2025, and meets the requirements of  the Citizen Initiative Act section 1.1. Written notice, as required in s.1.1(5), was provided to the elector on December 12, 2025.

Subject matter of intended application: A Referendum Relating to Alberta Independence

Proposed question: Do you agree that the Province of Alberta should cease to be a part of Canada to become an independent state?

The Notice of Intent provided by the proponent is available on Elections Alberta’s website on the Current Citizen Initiative Petitions page.

Next Steps

  1. The Citizen Initiative Act section 1(5) states the proponent may, no later than 30 days after receiving written notice that the notice of intent has been filed, apply to the Chief Electoral Officer for the issuance of an initiative petition concerning the proposal or question identified in the notice of intent. The start and end dates of this 30-day period are: December 13, 2025, to January 11, 2026.
  2. The proponent may collect funds during the 30-day period for the purposes of paying the required application fee and expenses related to the intended initiative petition.
  3. Within 7 days of receiving the application for issuance of an initiative petition, the Chief Electoral Officer will determine whether an application and proponent meet the requirements in section 2.
