Citizen Initiative Notice of Intent Received

EDMONTON – Alberta’s Chief Electoral Officer, Gordon McClure, has received a notice of intent to apply for the issuance of a citizen initiative petition for a legislative proposal. The notice of intent was filed by Corby Lund on December 17, 2025, and meets the requirements of the Citizen Initiative Act section 1.1. Written notice, as required in s.1.1(5), was provided to the elector on December 19, 2025.

Subject matter of intended application: No New Coal Mining in Alberta’s Rockies
Proposal: The Government of Alberta shall prohibit by law any and all new coal mining activities, including new approvals, within the Eastern Slopes of the Rocky Mountains.
The Notice of Intent provided by the proponent is available on Elections Alberta’s website on the Current Citizen Initiative Petitions page.
As Mr. Lund’s original application was received and approved, but the petition not issued, prior to Bill 14: Justice Statutes Amendment Act, 2025, coming into force December 11, 2025, the application was deemed to have never been made (s.71.1(1)). Section.71.1(2) allows the applicant to submit a notice of intent with the same subject matter within 30 days (by January 11, 2026) and have the application fee waived. The application fee change from $500 to $25,000 by the Citizen Initiative Amendment Regulation on December 17, 2025 does not apply to this citizen initiative. As the notice of intent for this citizen initiative has been filed within the required period, no application fee is required.
Next Steps
- The Citizen Initiative Act section 1(5) states the proponent may, no later than 30 days after receiving written notice that the notice of intent has been filed, apply to the Chief Electoral Officer for the issuance of an initiative petition concerning the proposal or question identified in the notice of intent. The start and end dates of this 30-day period are: December 20, 2025, to January 18, 2026.
- The proponent may collect funds during the 30-day period for the purposes of paying the required application fee and expenses related to the intended initiative petition.
- Within 7 days of receiving the application for issuance of an initiative petition, the Chief Electoral Officer will determine whether an application and proponent meet the requirements in section 2.
